OK I feel silly now, but I resolved the issue.
In Windows 8, Windows Defender (previously known as Microsoft Security Essentials) is the built-in anti-virus software. It detected the steam.dll as a virus and deleted it.

Firstly, thanks for your work on Company of Heroes.
After installing it, I can't get it to run though.
I get an error that the file 'Steam.dll' is missing. I have tried re-installing and don't have any anti-virus running. I am on Windows 8 (64).
Have you got any ideas that I can try ...
