Cities.Skylines.II.Ultimate.Edition.v1.3.5f1.REPACK-KaOs

i am a newbie when it comes to instal games and software.
i have 4 files:
Install.exe
KaOs.nfo
KaOs-01.BIN
KaOs-02.BIN
when i run Install.exe it give me a error this app can not run on your PC. when i run it as admin it gives me. windows cannot find C:\cities skyline II\Cities.Skylines.II.Ultimate.Edition.v1.3.5f1.REPACK-KaOs\Install.exe. make sure you've typed the name correctly, then try again. how can i solve this?
i don't think i need to unpack it.
I tried loading the bin files in daemon tools but this didn't change anything.

thats an old version, the installers patch engine gets blocked by security.
download this one instead viewtopic.php?t=12863
