There seems to be some sort of error, 2 .dll files are missing and the game won't launch , by the red launcher or dx11,dx12 exe ,none can launch the game...

that didn't fix it , msvcp.dll and msvcr.dll files are missing, reinstalling the program may fix the issue , is what the error says
its not missing game files its files missing from your system. not sure what your missing
try the "helpful files" link at the bottom of my comment.
You're just missing the C++ Redistributable Runtime files, try this AIO package or locate them on MS website, you need all of them new and old ones since 2005:

Most likely and being the 3rd patch after v4.04, and the latest patch from June 6th 2024 this is build 14504303.
