you tried the usual stuff like running the game as admin? if that doesnt work i will take a look at it when i get a chance, dunno when that will be though.
i can probably make a dlc unlocker to fix it if need be.

edit:

actually i just noticed that the codex version was used as the source, running as admin will fix it as the dlcs are already unlocked in there ini
